Project Summary

Atlantic was selected by the Architect of the Capitol and Turner Construction to perform the comprehensive restoration of the Senate Underground Garage and surrounding Upper and Lower Senate Parks - a project encompassing both monumental stonework and reinforced concrete rehabilitation beneath one of the most visible historic landscapes on Capitol Hill.

The scope included the complete removal, restoration, and resetting of more than 3,000 granite stones forming the park’s fountains, planters, grand stairs, and retaining walls. Each stone - ranging from 500 to 11,000 pounds - was individually documented, photographed, and cataloged through a full 3D laser scan of the park, then carefully removed using forklifts, boom lifts, and a 500-ton crane. Stones were stored on custom-engineered racks for repair and later reinstallation with new anchorage, clip angles, and wind-load supports designed by Atlantic.

The project also included granite repair using Jahn mortars and Dutchman patches, new granite cladding installations, complete cleaning of all stone surfaces, and 100% repointing and recaulking of joints with lead tees at exposed horizontal conditions. Below grade, Atlantic shot-blasted, repaired, and waterproofed the concrete foundation walls, retaining walls, and structural deck, addressing cracks, spalls, and delamination throughout the garage structure.

Executed under strict preservation standards and complex site logistics, the Senate Underground Garage Restoration demonstrates Atlantic’s expertise in integrated stone and concrete restoration, documentation, and precision reinstallation on sensitive federal and historic sites.
