Project Summary

Atlantic served as Prime Contractor and Self-Performing Masonry Contractor for the emergency structural restoration of the Robert C. Weaver Building—headquarters of the U.S. Department of Housing and Urban Development (HUD). Designed by Marcel Breuer and listed on the National Register of Historic Places, the ten-story Brutalist landmark required urgent stabilization of its granite façade under a Congressional emergency appropriation.

Scope Highlights:

  • Complete removal, repair, and resetting of 578 granite façade panels (approx. 6 ft × 4 ft each) on the southwest elevation.
  • Fabrication of new stainless-steel anchors and installation of dual-layered Emseal expansion joints.
  • Dutchman inserts, epoxy repairs, Jahn mortar patching, and full façade cleaning, repointing, and recaulking.
  • Custom scaffold and gantry system engineered for tight urban logistics with only six inches of clearance to adjacent construction.
  • Coordination of abatement, reroofing, fall-protection anchors, and landscaping.


Atlantic self-performed over 85% of the contract value, maintaining full control of workmanship, schedule, and safety. The building remained fully occupied, requiring strict silica exposure controls, noise monitoring, and access protections.
Work proceeded under continuous GSA preservation oversight, with all activities documented through Procore’s zero-punchlist QC system. Despite major mid-project redesign, Atlantic delivered on schedule and budget through proactive engineering collaboration, efficient sequencing, and transparent change-order management. The project restored the structural integrity and aesthetic character of one of Washington’s most iconic Brutalist landmarks - delivered safely, on time, and in full compliance with federal labor and preservation standards.
